The Air Force Civilian Service (AFCS) is seeking a Full-Time Supervisory Information Technology Specialist (GS-2210-14) to work as a Platform Branch Chief for ServiceNow at Headquarters Air Force (HAF), Directorate of Manpower and Personnel (A1), Digital Transformation Activity (DTA), Joint Base (JB) San Antonio – Randolph, Universal City, Texas.
Salary range: $123,945 – 140,472 based on experience.
Relocation incentive may be authorized for those who qualify.

Qualifications/Requirements:We are seeking a highly motivated Product Manager to join our dynamic team. You will lead a team of five government Product Owners, 7 government Developers with a mix of contractors supporting development of Air Force Human Resources (HR) applications on the ServiceNow platform. As a Product Manager, you will be responsible for managing the entire product lifecycle from strategic planning to tactical activities. You will collaborate closely with cross-functional teams to ensure the successful development, launch, and iteration of our products. The ideal candidate has a strong blend of technical and business acumen, exceptional communication skills, and a passion for building innovative products that solve real-world problems.
Must be a U.S. Citizen.
Must be able to obtain and maintain a Secret clearance.
Knowledge and skills in current and new information technology systems, IT lifecycle management, hardware and software development, engineering, development of technical standards, integration, interoperability, system design, operations and maintenance, and practices/methodologies across the Government and private industry.
Knowledge and skills in applying, program management, portfolio management, Department of Defense (DoD) financial planning, DoD Program Objective Memorandum (POM) processes and budget execution.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Must achieve IAM Level II certification within six months of assignment. Baseline certifications include CAP, CASP+ CE, CISM, CISSP (or Associate), GSLC, CCISO, HCISPP.
HIGHLY DESIRED:Proven experience in Product Management, Product Owner, or Project Management, preferably in the software industry, with a focus on customer experience solutions.
Strong technical background with understanding and/or hands-on experience in software development and web technologies.
Knowledge of multiple technical software delivery methodologies (ie: Agile, Waterfall, Scaled Agile Framework (SAFe)) with a proven track record in using these skills to develop and manage products through the entire product life cycle.
Certification in Product Management (e.g., Pragmatic Institute, Certified Scrum Product Owner, SAFe Product Owner/Product Manager (POPM), Agile Product Management, Lean Portfolio Management) is a plus.
