The IT modernization and digital transformation division of ICF is seeking a motivated ServiceNow Deputy Program Manager with experience managing tasks and team members. The successful candidate will possess an understanding of driving tasks to completion and is self-motivated, driven, and has hands-on experience with and an understanding of ServiceNow capabilities. The role is a significant position that involves working with customers and other stakeholders by developing and implementing enterprise architecture solutions in a complex, highly dynamic environment.
The Work: Provide ServiceNow support to include Program/Project Management, Enterprise, and Solutions Architecture Support, Portfolio Strategy and Transformation Roadmap Planning, Application Development, Enterprise Delivery Methodologies, and Human Centered Design. The team currently uses the following ServiceNow modules: CSM, ITSM, ITOM, WSD, HRSD, Service Portal, and Mobile.
Primary duties include:
Applying consistency and best practices through project initiation, planning, execution, and closing phases, promoting outcomes and benefit tracking
Managing upgrades, enhancements, process improvements, reporting, issues resolution, and client relations for various ServiceNow projects and initiatives
Leading a team of ServiceNow resources to ensure successful program execution
Developing a detailed program/project execution plan, and managing all implementation processes including project financials, progress tracking, metrics, monitoring change control process, testing, release to production, and delivery within budget constraints
Leading from the front with a willingness to take on tasks that sometimes would fall outside of their scope to get the job done.
Building and managing strong, cross-functional teams and demonstrating exceptional organizational skills and attention to detail.
Demonstrating conflict/resolution management, active listening, and interpersonal skills
Ability to manage multiple, large-scale, complex project work plans and workstreams, revising them as appropriate to meet changing needs and requirements; assigning and monitoring resources and project workstreams to ensure project efficiency and maximize deliverables.
Reporting project outcomes and/or risks to the appropriate management channels and escalate issues, as necessary, according to the project work plan.
Working with government stakeholders, plan, manage, document, and analyze functional requirements, identify gaps, and identify alternative approaches to meet requirements.
Managing status update meetings and communicating external timelines and impacts of new initiatives to team members.
Working well in a collaborative environment to complete requirements.
Working with business owners and technical leads to troubleshoot production support issues that arise in the application.
Assisting with proposal writing, responding to RFPs and RFQs as needed
Assisting with operational/administrative activities as needed
Required skills and qualifications.
Certified ServiceNow System Administrator
8+ years of experience operating independently without consistent direction from client leadership.
6 + years of experience in a fast-paced, dynamic environment.
6+ years of project management experience
5+ years of experience either working for the U.S. federal government or supporting the U.S. federal government in a consulting capacity.
5+ years of experience managing at least two major projects of six months or more.
3+ years of experience working in the full software development lifecycle (SDLC) including recent successful and demonstrated experience with Agile methodologies (Scrum).
3+ years of experience in developing web technologies and software platforms for maximum usability.
2+ years of experience working with deadlines and budgetary guidelines.
2+ years of experience working with all levels of management.
2+ years of experience with ServiceNow
Bachelor's degree in a technology-related field or business administration.
US Citizenship is required (required by the federal government for this position).
MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.
Must be able to obtain Public Trust clearance.
Preferred skills:
4+ years of relevant work experience in a very fast-paced, dynamic environment
1+ years of administration of a ServiceNow instance including the management of users, groups, and roles, CMS Development, ACLs, business rules, workflows, UI actions, UI policies, dictionary, and catalog items Orchestration and Discovery experience is a plus.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$92,986.00 - $158,076.00
