Scope Of Work
The Business Analyst (Contractor) shall have extensive business analysis experience and knowledge with a proven track record in IT Service Management (ITSM) and IT Asset Management (ITAM) implementations to lead requirements elicitation, process optimization, and assist in tool configuration efforts for CalSTRS ITSM/ITAM implementation project in order to meet business objectives.The project aims to enhance operational efficiency, improve service delivery, and align IT processes with industry best practices to provide excellent customer experience.The Contractor shall demonstrate experience and knowledge of business analysis methods needed to support the development, maintenance, and enhancement of ITSM/ITAM systems that support pension, financial or a similar type or large organization.The Contractor will be responsible for following the System Development Life Cycle (SDLC) methodology or agile/iterative development or implementation/customization approach while working with a variety of CalSTRS business areas on the elicitation and documentation of use cases, business, and systems requirements.The Contractor will be under the direction of the CalSTRS ITSM/ITAM Implementation Project Director or designee and will be primarily dedicated to this project during the services period.
Minimum Technical Experience (Need To Fill Attachment 2-Skill Summary)
At least five (5) years of experience within the last ten (10) years working as a Business Analyst with large organizations, leading or participating in the technical implementation of ITSM and ITAM solutions such as ServiceNow automating complex business processes, performing all the following activities:
Creating and maintaining requirement management planAssessment of analysis scope and tasksPlanning business analysis tasksFacilitating joint application design (JAD) and/or collaborative design sessionsElicitation, definitions and documentation of various business, user, and system requirementsAnalysis for business process improvement, application design and workflow automationModeling and documenting new functional requirements; use case development.Leading and working within cross-functional teams that include business subject-matter experts, application architects, developers, and testersWork closely with the ServiceNow implementation vendor team
At least seven (7) years of experience within the last ten (10) years producing business analysis deliverables shown in the following list: (CalSTRS may request deliverable related work samples during Phase 4, Interviews, of the Comparison Process)
Business requirements, business rules, and business process modelUse cases, functional requirements and/or functional specificationsNon-functional requirementsStakeholder requestsProcurement documentationTransition plans and/or implementation requirementsTraceability matrices
At least three (3) years of experience using Rational Requisite Pro, HP ALM, Jama Software, or other requirement gathering tool to document functional and non-functional requirements, design specifications and provide full traceability for projects
